Port State Control - 2024 Concentrated Inspection Campaign on Crew Wages and Seafarer Employment Agreements

The Paris Memorandum of Understanding on Port State Control (Paris MoU) recently held its 57th Committee meeting in Madrid, Spain. ​ 

The meeting reviewed the results of various inspection campaigns and planned future ones. ​

Concentrated Inspection Campaigns target specific areas at a higher risk of non-compliance. This risk may be indicated by the number of deficiencies found, accidents, or the implementation of new convention requirements. CICs are carried out annually over a three-month period (September to November) and are conducted alongside regular inspections.

The Concentrated Inspection Campaign (CIC) on Fire Safety, conducted from September to November 2023, revealed satisfactory overall compliance but highlighted specific issues with fire door maintenance and fire drill execution, emphasising the need for strict compliance with regulations to ensure safety in the maritime industry.

The Paris MoU announced the upcoming CIC on Crew Wages and Seafarer Employment Agreements under MLC from September to November 2024. Other PSC MoUs are expected to participate.

​Additionally, the organisation trialled Focused Inspection Campaigns (FICs) in 2023 to target areas with a higher risk of non-compliance, such as Pilot Transfer Arrangements, Electronic Chart Display Information Systems (ECDIS), and the Galley. ​ The Paris MoU plans to continue conducting both announced and unannounced FICs, integrating them with regular inspections.
