MARPOL - Oil Record Book Entries
At a recent meeting of the IMO’s Marine Environment Protection Committee MEPC.1/Circ.736 “Guidance for the Recording of Operations in the Oil Record Book Part 1 – Machinery Space Operations (All Ships)” was approved and published.
The guidance is intended to ensure compliance with MARPOL requirements for making entries in the Oil Record Book (ORB) Part 1 – Machinery Space Operations and includes examples of ORB entries showing the correct use of the different codes and item numbers, along with explanatory notes.
Members are advised to promulgate the IMO guidance document to their vessels to ensure compliance with MARPOL requirements regarding entries in the ORB. Port State Control Officers (PSCOs) often inspect the ORB to ensure that the information it contains is accurate, and any discrepancies may trigger a more detailed investigation. In the event of serious ORB deficiencies being found the vessel may be detained and, in certain jurisdictions, lead to civil and/or criminal penalties.
